HTML 3.2 Reference Specification

HTML 4.0 Reference Specification

The move is to Style Sheets. In order to force this, most of the simple tags are now defined as obsolete (deprecated) - such as center, underline & font. The spec threatens that all formatting commands may also become obsolete - such as bold & italic. This bad idea means that everyone will have to upgrade to a slower bloated browser and that all existing HTML files will need to be re-written at considerable expense.
